Planning Marine Access for Bridge and Wharf Works: Seven Questions to Ask Before Hiring a Work Boat or Floating Platform

Bridge, wharf and waterfront projects often look straightforward from land. Once the workface sits above water, beneath a deck or between piles, access can become one of the project’s biggest constraints.
The wrong marine setup may restrict access, reduce productive hours around tides or require repeated mobilisation. The right solution can provide a stable work area and practical access where land-based equipment cannot reach.

1. What work must be completed from the water?

Define the task before nominating a vessel or platform size.
A visual inspection has different requirements from concrete repair, painting, diving or operating powered equipment. The work method determines the platform position, required deck space and equipment capacity.

Establish the maximum workable water level and compare it with the tide cycle. At inland sites, also consider rainfall, dam levels, flows and operational water releases.

  • How many productive hours are available each day?
  • Can the platform’s freeboard or configuration be adjusted?
  • Must equipment be removed before higher water?
  • Is a semi-permanent setup more efficient than daily mobilisation?

4. What loads will the platform carry?

The number of people is only one part of the loading calculation. Tools, compressors, scaffolding, generators, materials, waste bins and mobile plant can quickly add significant weight.
Provide realistic maximum loads and show where they will be positioned. Concentrated loads may be more important than the platform’s total load, particularly when heavy equipment operates near an edge.
Depending on the proposed setup, a naval architect, engineer, or other competent person may need to assess stability, deck loading, freeboard and equipment placement. 5. How will the platform be positioned and secured?

A floating work area must remain in the correct position while allowing for changing water levels and site conditions.
The method may involve anchors, mooring lines, spud poles, approved structural attachment or a combination. Selection depends on depth, riverbed conditions, currents, vessel wash, fixing points and required movements.
Positioning should also account for:
  • Safe access between shore, vessel and platform
  • Clearance from piles and sensitive assets
  • Emergency departure or recovery
  • Navigation requirements for other river users
  • Overnight security and monitoring
  • Repositioning between work stages
Mooring to a bridge, wharf or riverbank should never be assumed. Asset-owner approval and engineering input may be required.

6. What safety and waterway controls are required?

Marine access forms part of the project’s broader work health and safety system. The vessel and crew package must integrate with the principal contractor’s methodology, risk assessments and emergency arrangements.
